Governance

An independent body, governed in public, with its conflicts declared and its decisions appealable.

Founding advisors

The institute is guided in its first year by founding advisors, each named only once consent has been received.

Board of trustees and standards council: constituted in the first year from and beyond the founding advisors; terms, declarations of interest and the independence policy below apply to them.

The standards council owns the spectrum, the item banks, the pass marks and the level 6 nominations.

Independence and conflict of interest

No director, examiner or council member may examine a candidate they trained or employ.

Training providers, including any in which a director holds an interest, are evaluated by the same published rubric, by staff with no interest in them, and the mapping decision is published.

Declarations of interest are filed annually. The policy is public and speaks of roles, not companies.

Appeals

Any assessment result or provider decision can be appealed within 30 days. The appeal is heard by a panel that did not take the original decision.

Versioning of the spectrum

The spectrum is versioned. Changes are decided by the standards council and announced with a notice period before they take effect.

Current draft: v3-proposal-2026-11-01. It remains a proposal until the council confirms it.
